Devi Khvedeliani was born in Tbilisi. April 2, 1975. In 1992 he entered the Tbilisi Ivane Javakhishvili Tbilisi State University Faculty of Law, graduating with honors in 1998.
In 1997 he studied in Germany, namely Westphalia vilhelm State University and the Goethe Institute (in Munster).
2001-2005 studied at Ivane Javakhishvili Tbilisi State University's doctoral program.
In 2011 defended a thesis on "Problems of Private International Law, Inheritance Law," and received a rating Magna cum laude. Private international law issues and has published eight articles.
1998 - 2001 Was an advisor in the Ministry of Justice.
2001 - 2004 he worked as a senior specialist at the State Chancellery.
2004 - 2005 he worked in the Ministry of Environment and Natural Resources of the Legislative Department.
